Fuel pump issues
Is the stocker supposed to run constantly even with the engine off? I don't think its supposed to but am not too sure.
Also, could this be part of the problem with my car not running correctly?

Depends on the year of the car. I belive the '84-85 cars only run the fuel pump during cranking and when the car is actually running. If the relay that controls this is faulty, you might not get fuel at all.
