assuming 12a non-injected car:
just plug the two outlets to keep water out then scrub away. I use Simple Green to clean most everything on my car. SOS pads work great to take off major munge, but will also take finish/paint off pump - if that is a problem. Careful around the wire harness point where it enters the pump. Old toothbrush wonderful for getting at small areas/delicate bits. Exposed to the elements normally so cleaning it should be no biggie. I'd wax it afterwards to protect the metal, allow water and crud to shed off more easily...

...And make sure you rinse well after the Simple Green.
