('83 12A) I need to take the front bumper cover off to fix a couple of surface rust spots that are under the edge of it. Is it possible to take the cover off without removing the bumper? How? Haynes manual no good on this one!

It's easier to remove the bumper. There are 2 bolts that hold the bumper on, accessed from the bottom and the connectors for the lights.
