first gen saggy spring mystery solved?

while looking in my haynes repair manual today i noticed that it lists the front springs at different lengths. 13.17 inches and 12.80 inches. Could this be why all first gens seem to sag on one side by half an inch or so?

I know that they carry different part numbers, so there is a right and a left.

Although, if you have a passenger the level is still uneven... Then again I suppose its better than the overly complicated Mercedes-Benz Self Leveling Suspension hydraulic system that I've had trouble with in the past.
