engine floods at high rpms

I'm buying a parts car tommorow. It has a 20,000mi rebuild so the engine sounds nice and fresh, but it floods occasionally if it is taken to 4500+rpm. To unflood it the guy told me all you need to do is pully the fuse to the fuel pump fire it up then plug the fuse back in. It sounds carb or ignition related to me, but do any of you have suggestionson what to do to fix it when I swap that motor into mine?

what to do to fix it when you swap? maybe a lot, maybe nothing ...

what fuel setup is the engine being run with in the current car and what fuel setup will you be running in your car?

also, it may be worth your while to make sure your ignition system is up to snuff ... because the other car's ignition may have been failing.

unless someone else has any other ideas, i think you'll just have to swap and see what happens ...

EDIT: actually, i just got one more idea. find out as much as you can about the rebuild (the builder and what exactly was done/replaced) - because the first engine i ever built, i did it cheap and it did the same thing you mentioned. power fell off abruptly about 4000 RPM, the engine would not rev out to redline under any load, and hot starts were damn near impossible ... so consider the engine itself before you start.
