Electrical woes

My interior lights and clock don't work.. they did at one time but now everytime i put in a fuse it pops instantly.. so i'm thinking a short.. pulled out my continuity tester and gave it a shot at the interior lights first, seeing how when they didn't work my clock still did.. well it shows continuity to ground on both wires... the blue/green wire is the one coming from the fuse box so i figured it shouldn't have continuity to ground, especially since there is no fuse in right now... am i right to think this or what? I'm outside messing with this now, so i'll post back. any help appreciated. thanks.

try a voltage drop test, see what voltage you have at the beganing of the wire at the lbefore the light after the light and at the ground. that way you can isolate to see if you have a cross short and getting too much juice and poping your fuses
