Electrical squeal from dashboard.

I'm getting a high pitched squeal from under my dash that seems to go away temporarily by pulling the middle fusible link. Any ideas on this and how I can fix it?

I should mention this happens with the car off and no key in the ignition. Also happens with key in any position.
