whenever i start my car i notice the voltmeter on the dash goes past 16 and and the dummy lights go off after a few seconds (i.e. washer fluid, seatbelt). i thought the voltage regulator could have fuct up so i pulled my alt off and had it tested and it came out ok. what else could cause it to be overcharging like that?

Is the dash guage accurate, do a manual test with a more reliable meter.
