Electrical Gremlin - Thoughts?

I'm poring over the electrical diagrams to determine what might be causing the following, if anyone has an idea, that'd be nice.

The interior 15A circuit (Labeled 'H' on the FSM) is malfunctioning and will not draw significant current. The key buzzer cannot operate, the stereo cannot operate, the interior lights cannot operate. The clock can operate, but only as long as nothing else on the 15A circuit is engaged to draw its current away. I haven't checked the fuse by the battery yet as it was 1am by the time I finally got the car back in moving order from a different problem.

The different(?) problem, before I noticed the interior issue with this the car was having issues starting. The ignition itself would not fire for me last night to get the car moving out of the garage so I could park the mower in there. The starter, all instrumentation, and the headlights ran fine, but the ignition itself would not light off until I jump started the car. I checked the alternator and it's pumping out a nice 14V and the battery is only 6 months old. Once I got the car running, I left it idling for ten minutes, moved it, then switched it off and got it to restart. However none of the interior systems operated, even with sufficient power to start the vehicle. Hence the reason I'm not sure the two problems are connected.

Thoughts anyone?

Finally got the time to start to poke around the car, works been ugly and then my Dad wanted help re-roofing the garage and I got the worse case of sunburn I've ever had and lying down on the running board to poke my meter around the fuse box just wasn't gonna happen.

Tracked the interior down to a fuse that blew oddly. It looked ok at first glance and I had to drop the meter onto it to get the infinite ohm reading. Once I got it inside and stared at it I could see the slice in the element.

Replaced the fuse, jump started the car, let it idle about ten minutes to build charge and then tried restarting it. No good. I'm getting 14V out the alt, the battery is 6 months old, but at least there seem to be two simple problems rather than one weird one. (Though why the two simple ones came at the same time I'm not sure.)

Tonight I'm gonna try getting the starting issue fixed. I expect it's got something to do with the negative connection into the harness.
