Angry E-shaft pulley Bolt

I am trying to ATF my engine, its carbon locked. I tried using a 21mm socket to turn the e-shaft pulley but nothing. The socket slips right off Any advice Iam going crazy.

Umm. You should be using a 19mm socket (or 3/4").
