classic rust

just found some rust in storage bins, DID a search, but my only question: is the area just above and to the left of the sway bar attatchment area Necessary. The area of rust, after being completely pounded out is 5in by 2in. Is this area a ""structual aupport area"" or ""weight barring""?? I"m ASSUMING i'll have to get soem metal and weld, 16gauge ya think?

There is a structural part that rusts through where the upper control arm attaches to.
