The choke hold magnet is mainly controlled by the thermosensor on the back of the water pump. A failed sensor, broken wire or dirty connection can cause loss of power to the choke magnet, which is in the housing behind the dash on the choke cable. No power, no hold.

I had this problem a number of years ago. Mine was actually the magnet itself. Start with everything DD said. The best way is testing the voltage.
FSM 4A pg 32 tells you everything you need. If all that still doesn't fix things than it is probably a cut wire.
