catalytic converter, can it be replaced with presilencer?

catalytic converter, can it be replaced with presilencer?
Am I supposed to put a presilencer where the catalytic converter is?

thanks twinkle, Ive read about them alot. Where exactly do I put the presilencer if I cant take off the catalytic converter.

Ok, I think its legal in shreveport, I have no emissions law. Ill have to start looking into that, my cat sounds like marbles and has exhaust leaks.
