Carb Jets?
When looking down the carb with throtle open to say 3 or 4 thousand RPM's should the jets be dripping fuel or should there be constant stream or jet? My car has a total loss of power above 3000 rpm's and I looked down the carb with the throtle open and it was giving a steady drip?

First of all, there aren't any actual jets that are visible when you look down the carby as they're located in the float bowls.
The "jets" you're talking about are probably the accelerator pump nozzles. They're function is to supply a squirt of fuel when you open the throttle and shouldn't be dripping fuel like that. It's possible you're missing an accelerator pump check ball or the system is just gummed up.
I don't think this has anything to do with your missing power though.
