Im not a weber expert but i have a feeling more info is needed.

Has it always not worked since you had it, or did it stop working.

How long has it say. etc.

yea it was working for a while i just got it rebuilt and new jets for the air flow mixture... but wen i took it to get tuned one of the barrels was not working...even wen he took out one of the fuel lines to the maniflod the engine didn't even respond, but wen he took the other fuel line out for the barrel that was working the engine responed to that...

Can't say the additional info makes much more sense. Best advice I can give is take it back to whom ever rebuilt the carb. My best guess is that something has plugged up, if the carb has separate needles, seats and floats for each barrel, one of the needles is sticking closed, which often happens on freshly rebuilt carbs.
