Car won't start, electrical

Hey there, I'm an electrical newbie but I bought a multimeter to check for continuity and wanted to work at this.

I drive a 1984 GSL, and recently went into this electrical problem.
Recently my car somehow got completely soaked during a rain, enough that the entire area behind the passenger seat had sitting water, where I had to pull the fuel pump plug to drain the water.

Car's lights turn on. When I put the key into ignition, I don't hear my car attempt to crank at all. It just clicks. Any idea where I should start? I don't want to dismantle the steering wheel area if there is an easier process to tackle at first.

Make sure your battery is fully charged. When that happened to me it shorted the always on power wire to the amp in that area and drained the battery. You should have at least 12v at the battery terminals, really should be almost 13v. Lights will come on with much less.

12.6V on the battery.

Next thought would be the battery cables. Check that both ends are clean and tight. Make sure you have 12+v at the starter. The end of the Negative battery cable is fastened to the long bolt holding the starter from the front. The positive cable fastens to the back of the starter.
