Car won't start

Ok, new engine installed. I'm not getting any gas, only when I jump the fuel cut relay - then it operates the pump. Is there something that I need to reset in order to make my car start, like the emissions computer? HELP!!!!

Nothing to reset.
Are you getting power to the fuel pump when you turn the engine over?
