well, i would suspect leaky injectors first. you could pull them and send them to www.witchhunter.com and have them cleaned and re-o-ring'd. they are a very reputable company. next would be to perform a compression test. if the compression is a tad low, you can atf the engine or use mmo in place of the atf and this will help sticking seals and restore compresion(try a search for the procedeure, its very simple and i just dont have the time this morning to explain it unless you call me; pm for phone number if you wish and i'll explain it to you). the 13B used in the SE is really a good and reliable engine. it, like other rotaries, will last a long time if properly maintained. many board members have 200K on their original 13B in their SE.

As mazdaverx713b has stated leaky injectors is one of the most common causes of flooding.
Also on the Se if the coolant temp sensor for the ECU is malfunctioning it will also cause the engine to flood.

When you turn the ignition key to the on position, (before cranking) see if you can hear the fuel pump. The fuel pump should only come on when you start cranking the engine.
