buying first car/?'s on mods

anyways, if i do get the gsl-se, i will already have a couple hundred to put into it. i plan on autoxing with it but i also would like to get the most gas milage out of it as possible (when not autoxing). i also need it to be reliable cause i am hoping it will last me through college which is 5 years from now.
first off, how good are the RB front suspension lowering kit (just the strut things replaced at the top, not springs or anything). would this be a good suspension setup...RB front lowering, new shocks (dont know what kind is good for the money so suggest something), RB stut bar, RB sway bar front and rear. is it really not worth getting new springs for the fb?
next what mods should i do to get the most power while keaping reliability and somehow getting more gas milage. i was thinking of getting it street ported with the RB full street port exhaust for power, s'afc for gas milage.
any suggestions or comments or answers to my questions please. and do read the link at the top, and also the 3rd or 4th post down.
