Bumper Legality

Basically, the bumper cover on the front of my car ate too many curbs and I want to replace it with sheet metal, riveted to 5mph metal bumper, ie. like a race car. I would be doing this to the front and rear of car... is this street legal. I believe it should be because the bumpers are still under there but I dont want to dive in until Im completely sure. any ideas???
