Another Silly Carb Question!

Still not real familiar with my car, so this should be a no-brainer for the experts on here. I need help identifying the vacuum hose which runs from the top of the engine block and attaches to the spigot on the underside of the air breather on my 12A. The spigot is on the left (drivers side) of the air breather, closest to the front. The hose would be 'S' shape, probably about 6-8 inches long, and maybe 3/4" in outside diameter. Currently, the hose is not attached, and has a wooden plug in the end. When I take the plug out and attach it to the spigot on the breather, the car will not idle. Anyone have any ideas on why the previous owner disconnected it and put the plug in the end? Any help is appreciated.
