all around problem

i'm working on geting my 88 13b to wrok with my 84 gsl-se ecu. not to mention the vacum lines were a pain in the ***. i borrowed the vacum line going to the 88 egr valve for the timing advance on my distributor. i believe i have all the vacum lines worked out except for the old set of vacum switchs over on the fire wall. what do these vacum lines do? and what do they control? i can get my engine to turn over like non other but it won't start. i'm beting it's a combo of problems with wiring and vacum lines. plz help me. i've tried all i can think of

another question i have is. would it be easier to swap out the intake manifoldsand vacum set up?
