Advice for 1979 Front bumper trip

I discovered that the black trim on the front face of my front bumper was peeling off. The reason: underneath the black rubber trim the metal attachment piece was almost completely rusted.

I removed the black bumper trim and removed the rusted metal flange that holds the trim on. I could not remove the bolts without removing the entire bumper, which I did not want to get into for lack of tools and time.

I sanded the rusty areas really well, including the bolts and also applied some rust remover over the bolts. The bumper itself is in top condition - no rust. It was just the metal flange piece and bolts that was severely rustered.

I intend to paint over this area with matched paint and then re-apply the black rubber trim.

But the rubber tim itself is hollow - it was designed to be attached to the metal flange.

I'm thinking about filling the hollow are with a lightweight resin and then glueing back to the bumper.

Is there a good adhesive out there for applying rubber trim to metal?
Because it seems like it will become a heavy piece of trim and I don't want it coming off - ever

I meant "trim" not "trip".

Also, I'll post some photos when I get a chance.

The resin idea may work, don't know. When you cast the resin, the rubber will need to be perfectly aligned. 3M makes great adhesives. A tube of weather strip adhesive should suffice for mounting.
