I believe there is a plastic type rivet that shears when in an accident. This might help.

Yea, the steering shaft is in two pieces, a male and a female so that it will collapse upon impact. There is a plastic piece that goes through both shafts. When it is sheared the steering wheel will go in and out. I had this problem about 20 years ago and it seems that there is a access hole in the outer column at the location where the pin is just above the peddles. My memory is vague, but I think I fixed it by holding the steering wheel in the proper place and applying heat to the steering shaft through the access hole so that the pin would melt back together.
another possible solution is a aluminum pin to replace the pin.
