84 fuel gauge problems

84 fuel gauge problems
Ok, I have read the FSM and several threads but need some guidance.
Threads indicate that I should pull the gauge and if the windings look burnt it is fried. problem is, I cant get my gauge panel out of the dash. It acts as if it is held in by the wiring harness....TIPS? in crawling up under the dash with a light it appears that fuel gauge is part of an integrated cluster, and at least from the floor looking up, it does not appear that I can seperate the gauge from the panel to inspect windings....need some advice here.
In attempt to test it I have tried to apply everything from a resistance to a complete ground at the sending plug. I can not get the needle to move. The plug and connections look good. However, My ohm-meter only measures and does not apply a resistance (that I know of). I do read a slight voltage at the plug.
Any suggestions on what to do besides pulling the sending unit out of the tank?

well pulling the unit out of the tank is much easier than getting the cluster out.. IMO. all you have to do is take of your left rear tire and POOF there it is.. ALSO just found out that the terminal HAS to face DOWN otherwise it doesnt read right. You can also play with the unit once you have it out, move it the sending unit up and down with it plugged in and take a look at your gauge and see if it does anything
I Believe the windings would be on the fuel sending unit, I have taken out the cluster before and there isnt any winding on it as far as i can remember.
