45 DCOE problem

So I got my jets and everything else in the other day and Finally got everything installed yesterday. Let it sit for the rest of the day to let the gasket sealent dry. Now Im onto getting the car started. Well, the problem is that I cant get it to start. It trys to catch for a second, the just keeps spinning.
Im running 165main jet i think 200 air correctors. 40mm chokes. I turned both idle mixture and air bypass screws 2 turns out from seated. the fuel bowls have fuel, but its cold as hell and snowing so I havent tryed to set those yet, as I dont want a bunch of snow getting into my fuel or my carb.
But at any rate, I would think that it should still be able to start. Am I missing something important?

Carburettor related / asuming everything is correctly mounted :

Try to activate the "fuel enrichment" device , it acts like a choke and comes in very handy at sub zero start ups - its location is right next to the mixture screws , if you dont have it hooked up , you could just zip tie it for testing . And also set the idle speed screw somewhat high , that way you dont need to sit in the car an play with the throttle to keep it goin .

As always double check - igniton - vac leaks "Big" etc .
Since its cold , do you get enough actual rpm to start it , battery voltage etc .

Keep on testing .

AHH, I got it going today. It was to cold yesterday to fiddle with it for long so I was over looking a huge thing in terms of helping start the car, the acclerator pump. it seems that the throttle wasnt returning all the way so the pump never "reset". So I added a spring the throttle linkage and now I can get the car started and keep it running. Now I need to finish the accel cable bracket (right now its just taped off so I could get it running, lame but it worked just for that reason) and I can get to tuning. Thanks for the help to everyone that has answered my questions along the way.

in cold weather, rotaries like alot of fuel to get going, so a few pumps before cranking will greatly improve start up now go have fun!

oh Ive been having fun. Just glad that the weather cooperated for today. It was just way to snowy out here yesterday to work on it. Its crazy how complete different this carb sounds compared to the nikki. I just need to watch my foot in the lower rpms. I also think I might need a size bigger in the idle jets. Thats the only thing Im having trouble with really. It idles at 1000 but I have to use the throttle stop to get it there, The idle mixture screws couldnt get it there. But it cruises, accelerates, and pretty much drives like it should. Im happy.
