40MPH cutoff....carb problem??

40MPH cutoff....carb problem??
Friend of mine's rex has developed a small problem. He has a 12a FB first off. I think he said it was an '82 but if so then the engine has been replaced as it has the water/oil cooler instead of the '82 air/oil cooler. Or at least someone changed over the cooler?
Anyways, back to the question...err, problem at hand. His car seems to idle and drive fine until he reaches 40MPH at which time it sputters and cuts out, backfires, then dies. When he tries to start it, he has to pump the gas peddle a few times.
Is this a carb problem? Maybe the fuel pump/regulator? Vapor lock?
Any ideas right now would be helpful!
