12a carb issues?

I have an 84 with a weber 45 dcoe. Upon replacing the fuel filter and lines, gas now leaks from the carb. I realized that the fuel pump must be too powerful, so I replaced it with a low psi pump. But the carb is still leaking, and engine won't turn over.

So the question is, do I need to rebuild my carb now? Or should i get a fuel pressure regulator? Thanks for looking! sir_wankel.

Maybe there's some debris preventing the needle from closing, take off the top cover and take a look.
