Seat belt?
it could be just worn out... you could replace it, but it has to be from an '81-85 model. 78-80 had a different clicker style and will not "buckle" (ask me how I know lol).
you could take the paneling off, remove the seatbelt and spray some WD40 in it to see if that helps loosen things up. Or just look for someone doing a part out and buy there's (if it works), I wouldn't imagine anyone would be asking more than $20 or so for one

usually i would have pulled one of these apart, cleaned it, lubed it and expected success like everything else on the car, but
while the mechanism looks simple, it also looks sealed pretty well.
