So my tachometer doesn't read rpm, it always exist as a volt meter. The previous owner upgraded the alternator and I'm guessing this may be my issue. I found a plug not plugged in and am thinking this is the cause.

That is plug A-08 and goes from the alt to the voltage regulator on the driver side inner fender. You going to have to determine if that alt has an internal regulator. I bet it does. The tach gets its signal from the coil.
You'll need to trace out what has been does and compare it the with the wiring diagram taking into account that the current alt may have an internal regulator. If it does, you DON"T want to plug that in.
