fuel emissions problems and help desperately needed

I have had it witht he DMV here. First I sat in line for 90 minutes and as soon as I pull in the bay my switch panel catches fire. so that pissed the worker off to start things off. Anyway I found it was the head light wire rubbing on the dash frame which shorted out the light switch and causing the fire. fixed it

during this exchange he said my car musta been stolen because the VIN doesnt have 17 digits (OMG you are an idiot) had to go see sheriff who confirmed the dmv is retarded. they base everything off of the computer and the designer musta been the same guy who designed all the auto parts stores computers as well.

so I am sitting there and he fails me for not having a catalytic convertor. I tell him my car never came with one because it didnt. he says that every american made car since 1975 has one and showed me on his computer where it says "required". I said, no this car was made in Japan and didn't get cats till 1981 and showed him the picture of the exhaust in the FSM. wrong answer because I failed. So yesterday I spent the $200 that was sposd to pay for a heater on catalytic convertors to be installed.

Go through again and now I fail because a new guy didnt see a charcoal canister. WTF? REALLY? so now I have to rerun the entire thing from scratch as I dont know where how or what my stock one is/did/does/

What my question is. what are they checking for with the gas cap test? are they puling a vacuum line as well for it? Rigth now I am venting to atmo and no worries of smells. does the gas cap test test for pressure build up? or is it checking to see if there is a slow leak? Im generally confused on how this test works although I understand the EPA reason for it. Any insight will be appreciated. I searched and searched and my answer never came.

I am also dead broke so unless you guys have spare canisters laying around Id like you to show me links to the cheapest canister you can find or options. I think I need a check valve as well so I'd need info on this too.

Please help me with this. I got a 7 day free parking pass for my driveway but after that the county can come steal the car for scrap as they been trying to do. once i got tags they cant touch it.

Um, I have a '79 and I have a catalytic converter. My dad was going to have the car shipped with him to Italy in '80 while he was stationed in Naples but due to the converter and European standards for emissions nobody wanted to touch it because it was new technology and expensive. so it never went over.

The charcoal canister they are referring to is from the original blue intake air cleaner. Underneath the lid there was a little mesh screen that held charcoal.

Your DMV is way too picky. All of the stuff they are looking for is from the original car. What they want to see is the stock 12a and everything else.
