fog lights yes or no ?
Really, it's up to you if you want to use them or not. As far as mounting them, some people find a way to mount them to the bar that goes across the front of the car right behind the stock air damn. That's the only place I can think of right off the top of my head. I do know that those with an airdamn with pockets they put the foglights in there.

A used to have a couple of big round spots mounted below the bumper. I used 130 watt bulbs in them, and they would light up a mile of road on the darkest of nights. Very useful considering the number of deer in this area. Plus, they made my car look somewhat like a rally car, which is always cool. 
Unfortunately, they did not mix well with frozen cones on the autocross courses.

I'd be better if you used the wiring kit that came with the foglights. IIRC, even the switch has to be able to withstand so much amperage from the power that is going through it. I remember messing with one foglight kit that kept burning out the damn switch (but the fuse remained intact, go figure) so I finally replaced it with a strong one. Plus, it's better piece of mind when you go to rip something out and wonder what "this one wire does".

Just put some plates behind the lights

You dont need to remove the air dam to put them on
