ABS Brakes

I have 1993 FD the problem is with brakes. ABS is hooked up and there is no ABS light. When I apply brake just before I stop there is a growling noise and the pedal modulates a little. When I remove ABS fuse the problem goes away. The car was no running when I bought it , I don't think this normal.

Is there an abs warning light when you key on the car before you crank it? Bulb could have been pulled out because there was an issue with the abs system.

Did you have the abs disconnected/out of the car? Maybe there is air in the module? Have you tried bleeding the brakes throughly?

+1 if you say no abs light comes on when this happens then the abs system is working properly, yet if you remove the abs fuse the issue goes away then as above said could be trapped air in the module. When this growl happens do the wheels lock up and skid or is the abs doing its job?
