Both those pages say you have to be 18 to race on open days.
They have leagues and other special events for those under 18.
However...

It's all about the insurance.

Start racing at Racing America TODAY! Junior drivers are required to take a short, but very involved 1-day licensing school held mostly on Saturdays from 1:30pm – 5pm.
Upon graduation drivers would be allowed to participate in Junior (under 18) open racing sessions held Mondays, Tuesdays and Fridays from 3pm till 11pm. Performance schools as well as advanced racing programs are available to the graduates of any novice level program.

Double check with Racing America. My son said that their insurance covers arrive and drive from 17 years old on up. My son was just there Sunday night with MattB and they raced the joint track (he's 17 and Matt is 18) with a bunch of other guys. I think that what RA is saying is that you can only race with the junior racers on their specific "open racing" nights if you are under 18. This is the same at F1 (i.e. once you turn 18, you can't be in the junior program) with their junior leagues.

I'm out. I didn't get the parts I needed for the RX-7, so I won't be working on it tomorrow. CART is having an autocross so I'll be heading down there with my brother instead of going to the meet.

Change of plans. I will be there. 4+ hours of driving and the time change is a bit too much for me. I'd have to get up around 6:00, and it would feel like 5:00, and I'd prefer to just chill tomorrow. F1 will be enough of a fix before NHIS next weekend.
I'll be driving my blue WRX, or with my brother in his black WRX.

Have fun guys. See you next time at RA. Remember if you get a dud kart just pull off the track to a safe area and put your hand up. They will be forced to get you another kart and restart the race (at least that's the way it works with the junior racers). Check this out ahead of time. They have a reputation of having the most inconsistently prepared karts. Some will be fast and others will be dogs. They claim that all of the karts are prepared to be within tenths of a second of one another. BS! If you feel like you got a dud kart, complain. You're paying good money at a facility that should care. Unless they have gone through some sort of metamorphosis, I'd guess that things haven't changed. And believe me, their opinion of the arrive and drive guys/gals is that they think that you don't know any better.
