if a car has just been sitting there for 3-4 years...

alright, i'm going to go check out this FD... 2 owner, LOW miles, lots of mods, but it's just been sitting in his garage since '99... he starts it up VERY frequently, but how bad is this for the car??? i'm kinda concerned about this...

If it's been sitting since '99, it's probably got some mean flat spots on the tires...

Simply "starting it up" isn't a good thing. You have to get out and drive it for at least 20 minutes to boil off all the condensation inside the engine. Otherwise, the water mixes with sulfur from the used engine oil, and you end up with a very nasty brew called sulfuric acid. This will eat away at the engine internals.
This is not to say the engine is junk. But if he really hasn't driven it at all since '99, you might want to demand a thorough inspection by a good FD mechanic.

Agreed 100%. Well, except for the tires - radials don't get flat spots, however the sidewalls could be seriously compromised from dry rot. I would be concerned about varnish in the fuel system as well. Engines do not like to sit for long periods of time unused. IF he put fresh oil in it 4 years ago you might have a chance, but before you do anything drain all the oil and fuel, (you'll need to siphon it from the tank out the top access to make sure you got it all out) new oil filter, ESPECIALLY a new gas filter, then take it for a spin. I would bet good money you'll have an injector clog.....

It would have been better if he never started it at all.
