idk what this is and was wondering if i could remove it and block it off. I have removed the air pump and are going to make block off plates for the holes left after removing it. Is it part of the emissions? Its on the passenger side of the engine on the back. Any help would be appreciated.

It's part of the emissions, yes. It's off the top of the ACV. You can remove it or block it off. If the airpump is gone, you don't need it.
