Tuning issues, I've searched I promise!!

I'll try and make this long story short. I've searched and searched and searched to try and find help on this but all to no avail. I recently bought a 1987 Turbo II with a street ported s4 with about 200 miles on the rebuild, has all emissions deleted, rtek 1.5 in the ECM, and aftermarket turbo but i cant think of what it is at the moment. The S4 has been installed in my car but never ran until I got it going with my buddy. Needed a new wiring harness. Anyways, we have it running but it is misfiring terribly and is really sluggish. Apex seals are good, has full compression. The thing is neither one of us are close to experts on rotaries. I had an FD when I lived in JP but never did any major work on it. So that being said, we can't get the timing right on the engine for starters. Idk if his timing light is broken or what but at 1100 RPMs the light says 4300. After that the idle gets sporadic at times (I have a pretty good idea how to fix that but just throwing it in there). From all of my research everything is put together exactly how it should be. No vacuum leaks or anything crazy (we've spent about 4 straight weekends getting everything right) but yet it still runs awfully. Anyone have advice on what to do next? Or experience any issues like this before? Any help would be greatly appreciated!!

If I remember correctly, you need the idle below 1000 rpm to set timing correctly. If all was well and good you should be around the 750-850 rpm range. Have you downloaded the FSM?

I have a Haynes manual. We can't get the idle below 1100 because any time we try to adjust it the car dies from being out of time or some issue I'm not aware of

easy way to set the timing is to put the engine on the leading mark, and then on the CAS cover there is a little plastic plug. take the cover off, take the plug out, put the cover back on, and one of the two big CAS teeth should be centered in the CAS hole. if not, make it so. put the plastic plug back, and timing will be within a degree or two

Ok so now it's like perfectly in time,but it has trouble starting and when it does start the plugs drown in fuel and it dies...would that be because I have 720cc injectors on the rtek 1.5 (which is optimized for 550cc's) or is there some other problem we aren't seeing? BTW I do have full intentions of upgrading to the 1.8 which is optimized for the 720's I just want to know if we can get it going without the 1.8 or nah

yeah its never going to run with the wrong injectors, you might try putting the 550's in the primary

if you have 720s in the primary spots on an rtek 1.5 it will definitely cause problems with it running way to rich, and flooding, you need the right size injectors

I see your from japan? is this a USA spec car? I know the wiring harnesers are different on Japanese models as well as the ecus

Sorry I haven't updated that, I was living in Japan but now I'm in Idaho and it's a us spec turbo ii with an s4 that I was told is "totally JDM bro"...exact words...anyways I swapped back to the 550's and it starts but barely runs and dies after 20 seconds or so, the whole time pouring fuel out the exhaust and sounds like it's under water (from all the smoke but still can't be good) checked and double checked everything...fuel pressure is good, no vacuum leaks, even swapped the AFM with a spare I have. Nothing, me and my buddy are tearing our hair out trying to get this thing to run proper
