Bad Boost Controller???

Hey just wanted to know if there's a way to tell if you boost controller is bad or not.

Well I've checked out everything, all the lines are hooked up correctly. Now i don't know why it's not keeping its boost pattern. I had an OBX wastegate ok, it keeps on boosting over 15psi which it's not suppose to. So i've change to an HKS wastegate, now it only boost to about 7psi which is spring pressure. So somewhere there i think that the boost controller is not doing what it's suppose to be doing.

For the HKS the line that is feeding air to the top of the wastegate to keep it pressurized and keep the wastegate from opening early i don't think its doing that.

And for the OBX since it's not doing what it supposed to do i kept on getting over boost.

So that's my theory what do you guys think?

Also i used the boost gauge line to to T out and hook it up to the back of the boost controller is this a good source?
