Fc Troubles

Working on a project '86 FC N/A 5-speed that has spark and will crank but none of the EFI systems including the pump are firing up. I don't even get dummy lights when I turn the key to the "on" position. I've checked the EFI main relay, EFI and Engine fuses, and the Room fuse that runs the gauge cluster, and they're all just fine. This leads me to believe that the computer is fried, but before I invest in a replacement I want to ask if there's anyone who's had this issue or who might know where else to look. Posted for a buddy

The ECU is needed to make spark so something is good about it. If you jumper the fuel check connector and w/key to on the fuel pump should run. Does it? The Circuit Opening Relay, located under the dash and to the right of the steering column controls voltage to the pump. W/the check connector jumpered and key to on, the Blue wire (top row far right position) in this relay should have voltage, and this wire powers the pump.
