no leaks? idle mixture OK? not OK (i.e., lean) = lower RPM = lower vacuum.
no more than 6 psi boost? has the wastegate's actuator rod come loose?

PS - I have the 1.8 (4x720), Godspeed FMIC, hybrid turbo set to 12 psi and from seat-off-pants it has to putting at least 300 to the wheels. It's a rocket ship past 4K!!
