Smile To Haltech or not to Haltech.....

I have heard that if you run a haltech that you need to add premix because it doesn't control the oild metering pump. Is this true?

Yes, unless you add a mechanical oil metering pump.

I premix with my car because I removed the pump completely. It's not too inconvenient, and the car runs very well.
