Can someone tell me what this green thing in the photo is, it's plumbed into a vacuum line coming off the carb/manifold spacer.

check valve?.one way valve.

Looking at the picture of the "rat's nest" found in [https://www.rx7club.com/showthread.php?t=919553], it looks like it might be a "delay valve."

Any idea where i can purchase one?

Ok cool thanks everyone. Also the black plastic "spacer" or carb/manifold plate, it is made of plastic which has vacuum lines coming off of it, is this for the rats nest (emissions)? The seals are stuck on there like they have been there since 1984, any kind of solvent that can aid in removing them without damaging the plastic? I have never seen anything like it.

if by "seals", u mean gasket, there isn't any to clean off. it will reseal with no problem with no need to use a gasket. u'll only damage it by attempting to scrap off anything that u might think is a gasket.

I already started removing the gaskets, they were definitely installed, the carb rebuild kit came with new gaskets, one for the carb/plastic and one for the plastic/manifold. All of the vacuum hose channels in this plastic piece were clogged and I am not really sure why these channels are there. The new gasket covers them up, I am lost, What the hell is this plastic piece for? emissions?

I won't claim to know much about carbed rotaries, but the black plastic throttle body spacer on FI cars (such as the GSL-SE and 2nd gens) has a number of channels/openings that feed the nipples on the intake manifold. Some come out before the throttle plates, and some come out directly after if vacuum is needed. These connections are used for various things like emissions solenoids, the PCV system and other things. You'll need to read the 1st gen FSM to find out what the 5 vacuum/air lines do on your engine. Do not assume they're not needed without looking their purpose up first.

For FI cars, there were no gaskets used; manifold -> spacer -> throttle body. If the gaskets you have would disable the vacuum/air ports, they're not something that was used in stock form.

i've never found the need to use gaskets on that plastic spacer. all of that is made together that's why ur having a hard time removing it. if ur still using all the emissions stuff, and need those vac connections from that spacer, it may not work right now but can't be for certain since i always removed all the emissions and capped all those off and just left it under the carb since it is also a spacer. never tried to see how it would run without it.

I think I screwed myself by trying to scrape off the old gaskets, why the hell would they include new ones in the carb rebuild kit if they aren't needed. Now I have to find a replacement spacer or try and get this one as level as possible so as to not have any vacuum leaks.

all gasket kits come with a carb to intake gasket. those gaskets can be used if u wish, there's just not any to scrap off the spacer.

Sooooooo, should I use the new gaskets or not? The black phenolic carb spacer appears to have a permanent set, There were no gaskets when I removed the carb and spacer.........

The spacer gaskets are bonded from the factory. If they look good, don't scrape them off!!! If it's too late for that, you can get one used or from a junkyard. Another option is to be careful and scrape the gaskets off. Then when its time for reassembly, use a product called Tite-seal.
