it's the return line from the oil cooler..

I thought the front cover was the feed line? Not familiar with third gens, only first and second gens.

From what I gather, the oil feed comes from the pedestal at the oil filter junction (rear).

This one in front I believe is the return as mentioned above.

that's what i always thought, out from the rear and in thru the front.

Why does the motor need both an Oil pressure regulator valve (in rear) and an Oil pressure control valve (in front)? What is the functional difference between these valves?

The only thing I can think of is to ensure the system doesn't get over pressurized.
