Ecu making noise when powered on

When I key the car on (engine not cranking) my LT-8 ecu makes a constant buzz noise. It sounds like a relay switching back n forth *very* quickly. I've heard relays make this noise when the battery is low (my battery is freshly charged at 12.2v). Also, the green light comes on and seems to be flashing super quickly(almost constant) along with the buzz.

I removed the ecu and gave it power and ground and no buzzing. I checked the ecu plug on the harness and the only wires showing power are the main battery power with 12v, fuel pump wire at 12v, and tach wire at 1v.

I'm thinking its a bad connection or corroded wire but the main power wire is showing 12v. I can only guess that its a crap connection somewhere. If the injector or ignition wires were shorting, does anybody know if the Ecu would make such a noise/buzz. I'm kind've lost on this one other than just checking connections.
