paid him over a month ago, shipping company said they never received the package

I posted a WTB ad back in august for an aluminum hood here on RX7club.com. On 8/23/13 Lmill86 sent me a PM "I have a nice aluminum hood that I can ship. text for pics 810 xxx xxxx"
he sent me pictures of it before packing and a picture of it packed.
same day i paid him via paypal (foolish me i sent it as payment owed to avoid fees)
fast forward to 9/3/13
he still hasn't managed to ship it out, excuses of "shippers haven't called me back yet" whatever.
9/9/13
i ask him politely to just refund me so i can find one locally to meet my paint booth date. he claims he's at the depot, just give him 20 minutes.
later that day he claims it's shipped and will get me tracking information...

tells me he doesn't have a tracking number

he's on the road picking up a car, reassures me he's shipped more that 6 hoods through them with no problems

I'm livid at this point and bluntly asked him where my hood is (busfreighter says shipping takes a max of around 10 days) he suddenly has tracking info...
sends me a picture of the shipping receipt and tells me he'll call to ask where it is.

I called the shippers with the receipt and they tell me it was paid for to ship but no package was ever dropped off to be shipped.....
it's 12:26pm on 9/27/13, I'm out of $250, a hood and warning anyone planning on dealing with this guy to stay away. there's something sketchy going on here and i wouldn't wish this kind of treatment to anyone else.
