How long till I can PM someone or reply?

I'm trying to buy a car and get in contact with the person but it keeps telling me that I don't have permission, do I just need to wait a certain amount of time?

You can pm them at any time I believe. I've already done so for classifieds. But to reply a post, you need a minimum of 10 posts first...which is why I'm here trying to find questions I can answer LOL
