Anyone know how to reduce the size of pics to upload on this site

You can use any photo editing program to do so.
However my favourite quick method is to use the "Microsoft Picture Resizer Power Toy". Microsoft has not updated since Windows XP but some people have taken it upon themselves to make an open source versions. It's a quick and simple download:

It adds a "Resize" option to the right-click context menu of a picture. You can do a single pic, or highly multiple pics. Very easy and quick to use.

When you use MSpaint it distorts your image if you reduce it by too much.

I use FastStone Image Viewer, which you can download for free from download.cnet.com
You can do lots of basic photo editing with it, including resizing to a smaller size. I will often tell it to reduce a jpg to 25% of the original size, and the file size shrinks from about 4 MB to something like 200 or 300 KB, typically.

The simplest solution for me is to use Microsoft Office Picture Manager.
>Edit>Resize>Percentage of Original width x height.
Depending on the size of the original you will have to select an appropriate percentage value to get your new file to be within the site's size restrictions.
