headlight issues

hey i bought new headlight housings and i needed to buy bulbs for them. i have an 87' and the lights are not bright at all. to put it in perspective a flashlight at work is brighter... the housings i replaced had the same set up, the original lights were the ones where you cant remove the bulb. the bulbs i have tried are the sylvania 4000k and 4100k H4 bulbs.... at first i thought it might be the housings cuz the reflective part is black but the silver reflective part was the same brightness. my next idea is the wireing is messed up somewhere but i hope its just the wrong kind of bulb.

Did you buy cheap housings?

they were 60 for both and are H4 bulbs the right knid?

they fit in the connector for the wiring harness

a cheap upgrade is the Sylvania Silverstars.(6054 Headlights).i've had them on for 4 years.
