Electrical Problems

I'm building a '87 FC, and have everything together. I'm running into a problem.

I am not getting power to my fuel pump, and when I take my key out of the ignition the volt gauge, idiot lights, and power to my fan switches are all still on.

My buddy and me went through the whole wire harness, all of the fuses,etc....Nothing is bad, and everything is grounded properly.

I hooked up an SFC to the power for the fuel pump, and the led comes on. My fuel pump isn't bad, I've even tried two other good pumps, but they still won't turn on. The gas level float works although.

Could it be the main power relay that is located near the clutch master cylinder?

I need help, this isn't making any sense.
