Yes, you could do an engine swap.
The turbo is made for the 4-port 13B, not for the N/A 6-port, so you can't just transplant parts.
The engine swap would probably cost as much as an 87+ TII
Plus, you'de need a new ECU (it handles boost), and a new engine wiring harness, as it has a much different circuit.

Could you? Sure.
Would you want to? Not really.

 

I agree with Matt 100%. It could be done but it would not be the wisest thing to do. It would cost you more in the long run than just selling your N/A and buying a T2. The only time it might make sense is if you are doing all the work yourself and want to do it for a project car and have all the parts given to you. Even then I don't think it would be worth the effort because there is more to a T2 than just the extra power. Things like better brakes, better cooling, LSD, etc. These changes were made to the T2 to handle the increased power reliably. For the few thousand difference in price between an N/A and a T2 you are far better off selling the N/A and getting the T2 instead of going through the cost and effort of putting a turbo on the N/A. Just my $0.02
